The rules are fairly lenient. You don't have to be the absolute best designer in the world the be accepted, you don't have to get a million hits a day. You just have to have a website and follow these guidelines:
I don't care if your site is PG, PG-13, or R rated, as long as it's not a porn site. Swear all you want.
No virus sites, or spam sites allowed.
You can show ads. Running sites cost money and you have every right to use your own website to cover the costs (or earn a little extra).
All site genres accepted. For example: fansite, graphic, personal/blog, forum, gallery, etc.
Obviously you must put the code your are given on your website. If you don't there's no point in you joining at all. Put it on one page, or all of them, just make sure it's displaying, and isn't in a scrolling window. The code must be visible at all times, not just for a few seconds while it scrolls through a million other buttons.
